Anyone able to stump up $19 billion could buy the Ashburton District. That massive price tag comes at the conclusion of the three yearly revaluation of properties across the district, completed by QV New Zealand. The overall value is up from $17 billion in 2015.
While the revaluation has not seen a dramatic surge in values that occurred then, the current worth of the district was a good, positive outcome, national revaluation manager Gail Smits said. The capital value (CV) for residential properties rose an average of 6 per cent but that increase in value was not evenly shared across the district.
Rakaia was the hot spot in terms of an increase in CV, up 9 per cent, followed by Methven up 8 per cent. Values in rural Ashburton, Ashburton west and Tinwald all increased a similar amount, 6 per cent, while the CV for Ashburton east properties was up just under 5 per cent. Average capital value for properties across the district is now $350,000 with Ashburton west,
Methven and rural Ashburton edging towards $400,000. Land values in Rakaia and Methven also rose more than in other residential areas, up 10 per cent since 2015. The CV of rural properties rose on average by 12.6 per cent, but land values showed a much more dramatic change – pastoral up 19.5 per cent, arable up 18.9 per
cent and dairy up 15.2 per cent. A change in the way irrigation schemes are now valued has affected some land values. Across the district 468 dairy farms, 738 pastoral, 706 arable, 10 horticultural and 76 specialist livestock properties were valued.

Locals ‘dead against’ tahr cull By Katie todd

Proposals to cull up to 17,500 tahr have angered local members of the NZ Deerstalkers’ Association, along with Rangitata MP Andrew Falloon. Conservation Minister Eugenie Sage has this week ordered an urgent cull of the wild goat-like animals across the South Island, where populations have supposedly proliferated to destructive levels and expanded into northern and southern exclusion zones. It’s thought that current numbers of Himalayan tahr – estimated between 35,000 and 50,000 – are a threat to tussock grasslands and iconic species like the Mt Cook lily and yellow mountain buttercup. The Rakaia-Rangitata area will be one of the first areas targeted in the cull. But Falloon said it is astounding that Sage would approve the cull without proper engagement and consultation. He said her decision completely ignores the interests of local recreational hunters and is wilfully ignorant of the conservation efforts they make. “She needs to put aside her Green Party nanny-knows-best approach and actually talk to people in the region who’ll be affected,” Falloon said. Local members have penned letters to Sage and other local MPs, asking them to rethink the decision. “We’re dead against it … every one of us,” Kelvin Williams, treasurer of the Ashburton branch said. “It’s our recreation. It’s our part-time passion. And it’s a
multi-million dollar industry.” He said Deerstalking Association members had attended just one meeting on the matter and been largely ignored. “There’s definitely a lot of people angry about it,” he said. But Forest & Bird are supporting the move, and said it was disappointing to learn that hunting
groups were opposing the plan. Tahr numbers show that hunting organisations are not able to adequately control the goat species’ population, they advised. “In the last couple of decades, recreational, safari, and commercial hunters have lobbied for the management of tahr numbers to be left mainly to their
own efforts,” Forest & Bird’s regional manager for Canterbury Nicky Snoyink said. “Leaving the main management of tahr numbers in the hands of the hunting community has led to the out-of-control population increases.” But Williams felt it would be possible to reduce the population less drastically – perhaps by 40 per cent – and still have a good population for hunting. Hunting tahr has become more and more popular over the years, Williams said, and there was no reason why reasonable numbers could still be left. “In the 60s, the populations of tahr were double what they are now, and those plant species that are threatened now were actually able to recover.” William is also involved in professional guided hunting, and spoke of economic impacts of the cull. He said fellow professional hunters have estimated that each tahr shot by an overseas visitor brings $14,000 into New Zealand. But Snoyink said the proposed plan still gives hunting organisations a key role in achieving the necessary control, while importantly giving DOC the responsibility of making sure that the reduction targets are fully met. “If the hunting organisations were genuine in their claims that they want to look after the environment they would support DOC’s proposals rather than opposing them,” Snoyink said.

land values up 7.1 per cent. The Ashburton Business Estate had shown a much higher lift in values, up by 20 per cent since 2015. In revaluing the district, QV looked at the sale prices of all properties as its base. The new rating values will not be used for rating purposes until
July 1, 2019. Rating values were a snapshot of the market at a single point in time and were not the benchmark for setting a sale price, Smits said. “Sale prices create values, it’s not values that create sale prices.” For several years Ashburton’s residential property values have
run well ahead of the national market in terms of growth, but this had flattened off over the past 18 months, she said. “But the market is steady.” Revaluation details are now available online at the Ashburton District Council’s website: www. ashburtondc.govt.nz and details

A New Plymouth woman is inviting locals to meet with her and have a yarn next weekend, as she embarks on a nationwide tour to challenge unacceptable level of mental illness and suicide. Gwynna Whiteowl will be in Ashburton with the Extravaganza Fair from next Saturday and believes that the best way to tackle New Zealand’s high suicide tally is to start at the level of “heart and soul”. Whiteowl lost her son to suicide in 2001 and said one place she has found healing for her own heart and soul is in musical therapy – in particular, playing the Reverie Harp. The instrument brings healing “no matter the trauma”, she said. Now she wants to help other people, whether suffering mental illness, suicide ideation or the bereavement of somebody else, by inviting them to share information, talk and listen to the harp, free of
charge. “As human beings we suffer all manner of trauma in our lives,” she said “We struggle at times to heal ourselves as the world doesn’t stop to allow us the time to get off and take care of ourselves, even if we knew what we needed to heal.” Whiteowl said it may seem strange that she is part of the Extravaganza Fair, which also offers an array of market stalls, food, entertainment and arts and crafts – but it allows her to connect with people of all walks of life. When it comes to New Zealand’s mental wellbeing, change is necessary, she said. “If we keep doing what we have always done we will keep getting the same results.” Whiteowl will be at the Extravaganza Fair from 9am to 5pm on Saturday 29 and Sunday 30 September. She will also be holding Reverie Harp sessions at 10am and 1pm each day.

Physical restraint rules ‘too restrictive’ By Katie todd

Mid Canterbury teachers who feel helpless dealing with violent students say they would like to see the rules around physical restraint reconsidered. New guidelines were introduced last year permitting teachers to use physical force only “if there is a serious and imminent risk to safety,” such as a student putting themselves in danger, physically attacking another person or moving in with a weapon. However, teachers around the country are now arguing there are other circumstances when
physical restraint may be necessary, such as a student damaging or removing property, attempting to leave a classroom without permission or refusing to comply with an adult’s request. A Northland principal hit headlines earlier this week after describing the current rules as PC gone mad. The Te Tai Tokerau Principals’ Association president and Hora Hora Primary School principal Pat Newman said the pressure on teachers was absolutely huge. “You ring up any teacher and they’ll tell you the biggest fear that they have is that they’ll do
something and end up in front of [the Education Council].” Another local primary school teacher, who preferred not to be named, said there had been a number of occasions she had seen her students fighting with one another, and struggled to know what she was allowed to do. “I think a lot of us teachers feel the same,” she said. At Ashburton Intermediate, principal Brent Gray said it was partially a matter of safety, with some students much bigger and stronger than their teachers. However, asked if he feels that physical restraint rules were a
problem, he said absolutely. He said two staff at his school have received formal training about what you can and can’t do – and other staff can refer to them for advice. “But it is often largely dependent on the situation,” he said. While 99 per cent of students are never an issue, he said teachers sometimes have to make fast decisions how to react when a child blows up. General protocol is to safely remove the rest of the class from harm’s way, allowing the situation to de-escalate. But one complicating factor
was the differing stance of parents. “Some would ask ‘why do you want to use physical force?’, but others would ask why you wouldn’t immediately stop a child from doing something,” Gray said. If parents do report a teacher using unreasonable force, the matter is considered by the school’s board of trustees before the Ministry of Education. Schools around New Zealand reported 1010 incidents in the first six months after the new restraint rules came into force on August 15 last year.

They may be just 15 in number, but the women who feature in a photographic exhibition at the Ashburton Museum fly the flag for women across the Ashburton District who have broken gender barriers. The exhibition Women Power; Freedom for Change, celebrates the ways in which women make history every day in the workplace by choosing to work in fields that, in the past, were the domain of men. Photographer Emmily Harmer captured images of those women in their places of work and on Wednesday night to mark the 125th anniversary of women gaining the right to vote, the exhibition opened. For Harmer, the project represented more than a year’s work. It came with challenges, but with immense rewards, she said. “Every shoot, every environment I was shooting in was different and I really didn’t know what I would be faced with until I got there. I had to build a rapport quite quickly with each woman, but I absolutely loved it, it was a lot of fun.”
Women leading the way. And given the situation was a new and probably pretty daunting experience for the women involved, Harmer said they handled the photoshoots remarkably well.

She found her 15 women through social media, friends and through networking and said once she started looking she was amazed at the incredible things
women were doing in the workplace. The greatest challenge was telling each woman’s story in just one image, Harmer said. “That was a bit frustrating at times, but I think I managed to achieve it. I’m happy with what I’ve got, but at times I was right out of my comfort zone.” At each workplace, Harmer said the employer was very supportive of the project. For museum director Tanya Robinson, the exhibition exceeded expectations. It started as a conversation between herself and Harmer and represented a year of planning on her part and hard work for Harmer. Opening night saw 13 of the 15 women featured there with family members. “Family members were clearly really proud of the women in their lives. “Emmily has really captured not just the women, but their stories. The photos throw a new light on these women and how pioneering they were.” Robinson said. The Women Power exhibition runs in the Ashburton Museum’s Murney Room until early November.

Ashburton’s Suffrage 125 celebrations had a special edge for one, three generation family who took part in Wednesday’s march and rose planting ceremony. Susan Kent, her daughter Emma Brockhurst and granddaughters Libby, 4, and Charlotte, 3, were not only celebrating the 125th anniversary of women gaining the vote in New Zealand, they were also celebrating the role Kent’s great grandmother Sophia Trevurza played in the history making moment. Like many women living in the Wakanui area at the time the suffrage petition was circulating around New Zealand, Sophia pledged her support and signed her name. And that simple signature is something her descendants are extremely proud of, Kent said. The family dressed for the occasion in clothing similar to that worn by women and children at the time the Electoral Act 1893 was passed. For Brockhurst, the rally was an opportunity to wear her wedding gown again, while Kent created her granddaughters’ outfits. After an hour or two in spring sunshine, none of the family said they were keen to swap today’s clothing for the restrictive garments of another era.
A body has been found on Weymouth Beach, near Manurewa, in south Auckland. Police were told about the body around 1.10pm yesterday. “Inquiries are under way to establish what has happened and there is no further information at this stage,” police said. A fire crew also helped police recover the body, a Fire and Emergency spokesperson said. - NZME

PM Ardern sacks Whaitiri Labour MP Meka Whaitiri has been sacked as a minister over allegations of a fracas with a staff member but Prime Minister Jacinda Ardern has left the door open for her to return to Cabinet. Ardern said yesterday she no longer had confidence in Whaitiri as a minister after receiving a report on Wednesday night into an incident in Gisborne on August 27 between Whaitiri and a staff member. Whaitiri was suspended as Customs Minister on August 30. The details of the incident have never been revealed but it is believed there was a physical altercation between Whaitiri and a press secretary who had been in the job for only a week.
“While the facts are in dispute, the report says an incident occurred. Meka Whaitiri continues to contest details of the incident, but there are elements which are agreed,” Ardern told reporters. She would not reveal further details of the report by Ministerial Services because it was an employment matter and to protect the privacy of the staff member involved. But she said a version of the report would be publicly released. Ardern would not be drawn on whether an assault took place, saying she was waiting for that report to be made available. She had spoken to Whaitiri who had accepted her decision but still maintained her posi-

A man has been charged with murder over the death of a baby girl nearly two years ago. Eightmonth-old Bella Richardson died in Whanganui on November 7, 2016. The 25-year-old arrested for her murder was known to her, but they were not related. The accused appeared in Masterton District Court yesterday and was remanded in custody. Detective Senior Sergeant Paul Baskett said he hoped the charge would bring some closure for Bella’s family. “This has been a protracted investigation due to the complex nature of the medical evidence. “I would like to thank all those who helped with the investigation.” - NZME
Doctor fined A Dunedin doctor who altered the medical records of patients resulting in financial gain has been fined $26,000. The Health Practitioners Disciplinary Tribunal found Dr Martyn Robyn Howells had altered medical records of 12 patients between 2004 and 2010 to maintain their enrolment at Green Island Medical Centre, which he owned. These had resulted in a financial benefit of $3929. Although Howells repaid the $3929 in December 2015 the tribunal found the alterations were based on “negligence”, and the conduct was bringing “discredit to the medical profession”. - NZME

Three re-entry options It seems ever more likely a team will head into the Pike River Mine after experts found no showstopping obstacles preventing re-entry. Twenty-nine men were killed and trapped in the mine when it was rocked by a methane blast on November 19, 2010 but so far expert teams have been unable to reach the bodies of the men. However, the Pike River Recovery Agency appointed by the Labour-led Government to examine the risks of re-entering the mine, says it has so far turned up no showstoppers. “[The team of experts have] been poring over the ins-andouts of each task required to enable re-entry via the three agreed options,” agency chief executive Dave Gawn said. “There’s still a couple of stages to go before the agency pulls together its recommendation to the Minister, but I’m confident that at this stage, there’s nothing I’ve heard that would mean reentry is impossible.” The agency’s findings are being closely followed by families of the 29 miners, who have long called on the Government to recover the bodies and investigate the explosion further.
Pike River Recovery Agency boss Dave Gawn says experts have been poring over the ins-and-outs of each task required to enable re-entry via three agreed options. The agency has so far developed three options for entering the mine. These included: ■ A single entry into the current “portal” with safety controls in place. ■ Building a new 220 to 250-metre-long tunnel from up on the hill to connect with the Pit Bottom in Stone area ■ A single entry with a new large-diameter borehole to provide a means of emergency escape
The agency’s own technical mining experts have spent the last two weeks meeting with independent miners, representatives of the miners’ families and experts from WorkSafe, New Zealand Mines Rescue, and the Department of Conservation to discuss the risks. Two further phases of the risk assessment process will include a review of the findings by technical experts on October 1 and a final review on October 16. - NZME
Kiwi euthanasia proponent charged with murder in SA A New Zealand citizen, with a previous conviction for assisted suicide in Dunedin, has appeared in a South African court on a murder charge. Sean Davison is facing the charges in relation to the death of Anrich Burger who became a quadriplegic after a vehicle accident in 2005 – he was not terminally ill. Davison pleaded not guilty and was released on bail of $NZ2050 and is due to reappear in court again on November 16. He admitted that in 2014 he injected lethal drugs into Burger, a close friend of his, in November of the previous year, News24 reports. In 2011 Davison was sentenced to five months’ house arrest in Dunedin after pleading guilty to counselling and procuring his mother’s suicide. Davison is the president of the World Federation of Right to Die Societies, which supports euthanasia and assisted suicide for adults with incurable illnesses. The New Zealand End of Life
Choice Society (formerly the Voluntary Euthanasia Society) is a member. The 57-year-old said in 2014, “not all quadriplegics want to die, but those who do want to, should have the option,” during a speech at the federation’s conference. The executive officer of Euthanasia-Free NZ, Renée Joubert said Davison’s actions suggest the federation wants any adult to be eligible. “Mr Davison’s words and actions demonstrate that ‘assisted dying’ advocates don’t really want a narrow law limited to terminal illness, but one that would eventually allow virtually any competent adult to be eligible, including people with disabilities. “Disabled people would be included under both clauses of David Seymour’s Bill. “Terminal illness involves disability. So do many other longstanding physical and mental conditions,” Joubert said. - NZME

Build a wall, says Trump Donald Trump suggested building a wall across the Sahara to tackle Europe’s migrant crisis, Spain’s foreign minister has claimed. Josep Borrell said the US President had insisted the type of barrier he has vowed to build along America’s border with Mexico would work for Europe as well. Spain has become a key entry point for migrants who follow a Western Mediterranean Route to Europe from Northern Africa. Many of the refugees are from sub-Saharan nations. Borrell revealed Trump’s Saharan wall ‘solution’ during a lunch in Madrid organised by cultural association Club Siglo XXI, which was formed in 1969 and is known for holding prestigious debates, conferences and forums. Spanish daily El Pais said he had made it clear he disagreed with Donald Trump’s diagnosis but insisted a policy had to be put in place to deal with the fact Africa would double its population in the next 20 years. Borrell also took the opportunity at the event in Madrid to attack Italy’s right-wing Interior Minister Matteo Salvini who made his mark in the job by turning away a boatload of more than 600 African refugees in June and leaving Spain to pick up the pieces. Borrell was appointed Foreign Minister in June when Pedro Sanchez became PM after winning a no-confidence motion he proposed against the country’s former right-wing leader Mariano Rajoy. Trump, meanwhile, said earlier this month he was considering using military resources to finish construction of his long-promised border wall instead of relying on Congress to fund it. He has insisted Mexico will pay for it since he started touting the idea of a border block during his presidential campaign. Mexican officials have consistently said they will not pay. Spain has overtaken Italy and Greece as a popular entry point for migrants.

EU border agency Frontex registered 12,500 arrivals in August – with 6500 of them reaching Spain’s Mediterranean coastline and making the country the main EU port of arrival for migrants for the second month running. Most of those reaching Spain were from Morocco, Guinea and Mali. Nearly 30,000 migrants used the Western Mediterranean route in the first eight months of the year according to Frontex, double the figure for last year. New research has found two million migrants have arrived in Europe by crossing the Mediterranean Sea since 2009. The route most travelled this year was from Morocco to Spain – in stark contrast to previous years when this western route was the least travelled migration path. Pew Research Center drew on data from Europe’s border and coast guard agency Frontex and the United Nations High Commissioner for Refugees. From 2009 to the end of 2917, 89,000 migrants had arrived along Spain’s south coast using the western route. But between January and August alone, there have been 28,000 arrivals. This was greater than both the Africa to Italy ‘central route’ and Turkey to Greece ‘eastern route’ both of which saw 20,000 arrivals. Pew Research Center said this was partly due to Spain accepting migrant rescue ships in its docks when other countries had denied them entry. It added that 2018 had proved to be a particularly deadly year for Mediterranean crossings between Africa and Italy. For every 18 migrants who reached Italy by boat during the first seven months of this year, one drowned attempting that crossing, UN figures showed. Since 2009, a million refugees have crossed the Mediterranean from Syria and Iraq while a further 620,000 have come from sub-Saharan Africa and nearly 390,000 from Asian countries including Afghanistan, Pakistan and Bangladesh, the Pew Research Center reported. - PA
